A construction billing format connects measured work to an item-wise abstract, an RA bill, deductions and the final account. A usable contractor bill shows what was agreed, what was measured, what was certified earlier and what is payable now.

Download the construction billing format in Excel. The workbook has four linked sheets: Abstract, RA bill summary, Final bill and Deviation statement. This guide connects the complete paperwork set, from the work order to completion and reconciliation.

Construction billing paperwork: which format goes where?#

For an item-rate civil works package, use this sequence:

Work order → measurement book → item abstract → RA bill → deductions → final bill → completion and reconciliation.

Completion evidence and reconciliation develop alongside the bills. The arrow is a document trail, not a direction to wait until final payment to check materials or obtain approvals. Milestone and lump-sum contracts need the agreed payment schedule in place of a simple quantity-times-rate claim.

Use the client's prescribed forms and submission process where specified. The formats here organise the preparation work. They do not replace the authorised measurement, certification or payment process.

Contractor bill format: the common header#

Keep the same identifiers on the cover sheet, abstract and supporting records. A bill with an unclear work-order reference is difficult to reconcile even when its arithmetic is correct.

Article table: Header field What to record Project and location Project name,
Header fieldWhat to record

The workbook provides preparation fields. Keep the tax invoice and any additional client-required header fields with the submitted pack. Accounts should confirm applicable invoice particulars and taxes.

Civil work bill format: from measurements to the abstract#

The MB holds the measurement detail. The abstract groups that detail into billable items. Keep the item code and unit consistent across the work order, MB and bill.

For every abstract row, retain:

  • WO quantity: the original contractual comparison quantity.
  • Previous certified quantity and value: copied from the certified account, not an earlier unapproved submission.
  • This quantity: measured addition or an explained correction for the present claim.
  • Cumulative quantity: previous quantity plus this quantity.
  • Approved rate and cumulative value: the valuation at the applicable approved rate.
  • Current work value: cumulative value less the previously certified work value.
  • MB and approval references: the measurement record and rate/variation authority.

The separate previous-value input matters when there was a part-rate payment or approved rate adjustment. Do not calculate the previous certificate again using a new rate. Split rows when different quantities carry different rates, use distinct item codes, and attach the adjustment explanation.

Worked abstract: one small civil works package#

All quantities, rates and approvals in this example are fictitious teaching inputs, not market rates or a schedule of rates. Amounts below are work values before tax.

Article table: Item Unit WO qty Previous qty This qty Cumulative qty
ItemUnitWO qtyPrevious qtyThis qtyCumulative qtyRate (₹)Previous certified value (₹)Current value (₹)Cumulative value (₹)
PCCm³403012425,0001,50,00060,0002,10,000
Plasterm²2001504019025037,50010,00047,500
Approved extra drainm00101080008,0008,000
Work value1,87,50078,0002,65,500

Check each line: 42 × ₹5,000 = ₹2,10,000; 190 × ₹250 = ₹47,500; 10 × ₹800 = ₹8,000. The cumulative total is ₹2,65,500. Subtract previous certified work of ₹1,87,500 to get ₹78,000 for this bill.

Do not total the quantity columns across m³, m² and metres. Only the monetary columns have a meaningful combined total.

RA bill summary and deductions format#

The abstract answers how much work value is newly billable. The summary turns that work value into a current payment claim.

Net current bill = current work value + applicable additions − current deductions.

Keep invoice tax, fresh advances and approved releases on separate addition rows. Keep retention, income-tax TDS, GST TDS, advance recovery and material/other recovery on separate deduction rows. For tax applicability and bases, use the detailed RA bill guide and have accounts verify the actual transaction. The bundle does not select tax rates.

Article table: Deduction/release supporting schedule Columns to retain Retention Opening held, eligible
Deduction/release supporting scheduleColumns to retain
RetentionOpening held, eligible base, withholding this bill, cap check, release due, closing held, clause/approval
AdvanceOpening unrecovered, fresh advance, current recovery, interest if applicable, closing unrecovered, approval
Materials or other recoveryItem, quantity/basis, agreed rate, current recovery, earlier recovery, remaining balance, approval
Tax deductionTax type, applicable base, verified rate/amount, reference, certificate/payment trail as applicable

In the workbook's RA bill summary, illustrative retention is ₹3,900 and advance recovery is ₹3,000. With all other adjustments set to zero for this arithmetic example:

₹78,000 − ₹3,900 − ₹3,000 = ₹71,100.

The ₹3,900 is an assumed 5% of ₹78,000. It is not a recommended contractual retention rate. Zero tax inputs are placeholders for this teaching example, not a finding that tax is inapplicable.

Earlier certified bills that remain unpaid belong in the payment ledger. Their work value has already been carried forward, so do not add the same quantities again or subtract earlier bank receipts from this current-value calculation.

Final bill format: close the work account properly#

A final bill format needs more than an RA bill with a different heading. It should reconcile final measurements, work-order quantities, approved extra/deviation items, earlier certified work, recoveries and releases actually due.

1. Freeze the final measurements#

Identify the final drawing revisions, measurement cut-off and signed MB/joint measurement references. Check omitted locations, concealed-work records, previous provisional quantities and corrections. Record a correction visibly against its original reference.

For the bundle's final-bill use, Abstract cumulative quantities must be the final verified quantities. Set “This qty” to final quantity minus previous certified quantity. A supported downward correction can therefore be negative; the resulting cumulative quantity must remain valid.

2. Reconcile quantities against the work order#

Use a deviation statement with item, unit, original WO quantity/rate, final quantity/approved rate, quantity difference, original value, final value, net change and approval reference.

Article table: Item WO value (₹) Final value (₹) Quantity difference Net
ItemWO value (₹)Final value (₹)Quantity differenceNet value change (₹)
PCC2,00,0002,10,000+2 m³+10,000
Plaster50,00047,500−10 m²−2,500
Approved extra drain08,000+10 m+8,000
Total2,50,0002,65,500+15,500

The arithmetic is ₹10,000 − ₹2,500 + ₹8,000 = ₹15,500. This is a net value comparison, not a departmental deviation-sanction calculation. Approval limits and the treatment of additions, omissions and substituted items depend on the actual contract.

3. Separate extra and deviation items#

For an existing item with a quantity change, retain its original WO quantity and document the permitted valuation. For a new extra item, record a separate code, description, unit, measured quantity, rate analysis where required, approved rate and instruction/approval reference.

An instruction to execute and an approval of price may be different records. Keep unresolved extras in a separate pending-claims schedule, with the quantity, proposed value, instruction, submission date and decision needed. The downloadable billable abstract is for approved items; typing an approval reference does not itself establish approval.

4. Reconcile previous bills and the final balance#

Article table: Final-bill line Example amount (₹) Basis Final cumulative work value
Final-bill lineExample amount (₹)Basis
Final cumulative work value2,65,500Final abstract, including approved extra
Less previous certified work value−1,87,500Earlier certified gross work value
Work balance in final bill78,000Final less previous
Add approved retention release due now+5,000Illustrative approved release
Less current retention withholding−3,900Illustrative contract assumption
Less outstanding advance recovery−3,000Illustrative reconciled balance
Net final bill76,100Other adjustments zero in this example

₹78,000 + ₹5,000 − ₹3,900 − ₹3,000 = ₹76,100.

If earlier certified net bills of ₹12,000 are still unpaid, total cash outstanding becomes ₹76,100 + ₹12,000 = ₹88,100. The final bill remains ₹76,100. The ₹12,000 is an earlier receivable, not additional completed work.

The RA bill summary and Final bill are alternative views for the same abstract. Do not add their net amounts. For final submission, use the final-bill view and verify its own adjustment inputs.

5. Release retention only when it is due#

Record opening retention, any final withholding, the release authorised now and the balance left for later. In the example:

₹15,000 opening + ₹3,900 withheld − ₹5,000 released = ₹13,900 remaining.

Do not assume that a final bill releases all retention, performance guarantees or security. Completion, defect rectification, defect-liability expiry and other conditions may apply under the signed contract. Keep each security obligation identifiable. The retention and defect-liability guide covers the supporting records.

6. Check the no-claim certificate and completion conditions#

Where the contract requires a no-claim certificate, discharge or final-account declaration, reconcile it with unresolved claims before signature. Record the project/agreement, final bill reference, settlement status, any contract-permitted reservation or claim schedule, authorised signatory and date. Use the client's required wording only after reviewing what is actually being declared.

Do not sign a blanket declaration that conflicts with an outstanding variation or claim. Obtain contract/legal review where the wording could waive a live claim. As a specific example, clause 9 of CPWD's published GCC 2019 contains final-bill submission and claim-waiver provisions. That is a reason to check the incorporated edition, amendments and special conditions, not to apply the same wording to every private contract. CPWD GCC 2019, clause 9.

Completion dates, final-bill deadlines, release periods and documents are contract-specific. CPWD also publishes later procedural amendments; check the applicable documents rather than copying a deadline from an old template. CPWD circular register.

Completion and reconciliation register#

Use the closure rows on the workbook's Final bill sheet as an index to the actual signed records. Keep this working register alongside them:

Article table: Record Minimum register fields What it resolves Final measurement acceptance
RecordMinimum register fieldsWhat it resolves
Final measurement acceptanceMB/JMS reference, final quantity revision, sign-off/date, pending differenceWhich quantities support the final account
Material reconciliationMaterial, opening/received/issued/returned/closing quantities, consumption basis, difference, agreed recoveryMaterials supplied or recovered under the contract
Advance and payment reconciliationOpening balance, fresh advance/certified bill, recovery/receipt, closing balance, referenceAmounts already recovered or still unpaid
Completion / handoverRecord number, completion date, tests/as-built references, snag status, sign-offEvidence required at the contractual completion stage
Claims / declarationsClaim reference, amount/status, decision, declaration version, authorised signature/dateUnresolved items and the meaning of any discharge
Retention / guaranteesInstrument or ledger reference, balance, release condition/date, responsible personObligations continuing beyond the final bill

For material-specific columns and the issue/consumption comparison, use the material reconciliation statement. A “complete” tick in a register is not the underlying completion certificate or approval.

How to use the construction billing format in Excel#

  1. Save a project copy. Replace the fictitious project, contractor and item data. Amber cells are editable; other calculation cells contain formulas.
  2. Fill Abstract rows 9–28. Enter one distinct billable item/rate per row, its WO quantity, previous certified quantity/value, current quantity, approved rate, MB reference and approval reference. Enter explicit zero when a numeric input is genuinely zero.
  3. Review the input checks. Missing required values, missing references or repeated item codes show CHECK INPUTS. Clear all input cells in an unused row. These checks do not verify a signature or an approval's validity.
  4. Choose the statement. Use RA bill summary for interim billing. At final stage, use Final bill after the abstract contains final measurements. Enter the actual additions and recoveries for that statement.
  5. Complete Deviation statement. Original WO rates are editable here. Other item details link from Abstract. For the illustrated extra item, original quantity and rate are zero. Keep linked rows in the same order; do not sort this sheet independently.
  6. Reconcile balances and evidence. Complete the final sheet's payment, retention and closure fields. Retain the signed MB, variation approvals, invoice and supporting ledgers with the issued bill.
  7. Check the issued copy. Review formulas after any changes. If you need more than 20 items, extend formulas, totals and cross-sheet references together. Set print areas, review page breaks and export to PDF only after checking the result.

The file uses live formulas for cumulative quantities, monetary totals, net payable, retention balance and the WO comparison. It is a preparation workbook, not a departmental e-MB or an automatic certification system. Keep an unchanged copy of each submitted and certified version.

Need a monthly billing desk?#

If your work order, site measurements and previous bill live in different files, start by bringing them into one reviewable pack. Use SiteSetu's monthly construction billing desk for measurement-book and RA-bill preparation from your work order, drawings and site-provided measurements.

Plans start at ₹7,500/month/site and cover one RA bill a month. BOQ and BBS setup are quoted separately. Share the current work order, latest certified bill and measurement records to discuss the scope. Final-account preparation, extra RA bills and re-measuring after new drawings are quoted separately.

Frequently asked questions#

What should a construction billing format include?#

Include the project/work-order header, item-wise measurement abstract, previous/current/cumulative values, applicable additions and deductions, net payable and approval references. Keep the signed measurement records, variations and payment ledger with the bill.

Where can I download a construction billing format in Excel?#

Use the four-sheet construction billing workbook. It includes Abstract, RA bill summary, Final bill and Deviation statement, with editable examples and live formulas. The linked work-order and MB templates cover the earlier paperwork.

Is a contractor bill format the same as a tax invoice?#

They serve different purposes. The construction bill explains measured work, valuation and adjustments. The tax invoice must satisfy the applicable invoicing requirements. Submit the documents the contract and accounts process require; do not assume the measurement abstract alone is a complete invoice.

Can I use this civil work bill format for labour-only work?#

Yes, as a preparation structure for item-rate labour work. Use the labour scope, units and rates in the work order. Keep client-issued material reconciliation and any authorised recoveries separate, so supply costs are not accidentally included in a labour-only rate.

How is the final bill format different from an RA bill?#

The final bill reconciles final quantities, the work-order baseline, approved variations, previous certified work, recoveries and releases due at the relevant completion stage. An RA bill is an interim claim. Neither automatically settles unrelated unpaid bills or releases every security.

Should I subtract previous payments from the final bill?#

Use one consistent basis. This workbook subtracts previous certified gross work value from final work value, then applies current adjustments. It tracks earlier unpaid net bills separately. Subtracting previous bank receipts again would mix bases and distort the balance.

Is retention always released with the final bill?#

No. Enter only the release due and authorised under the actual contract. Part of the retention or a separate security may continue until later conditions are met.

Is a no-claim certificate compulsory with every final bill?#

The requirement and wording depend on the contract and client process. Check outstanding claims and the effect of the proposed declaration before signing. A downloaded bill format cannot decide whether a claim has been settled or waived.
