What a Quantity Surveyor Actually Does on an Indian Project

Most cost overruns on small Indian projects are not caused by cement prices or labour shortages. They are caused by nobody measuring properly: quantities guessed at the start, bills checked by eye, and extra work paid without a record. The person whose job is to stop that is the quantity surveyor - the QS. On large projects it is a dedicated post; on a 2,000 sqft house the site engineer, the contractor's billing person, or the owner's engineer ends up doing the same work, often without training. This lesson shows what that work actually is.

The job in one sentence

A quantity surveyor converts drawings into quantities, quantities into money, and site work into justified payments. Everything else - rate analysis, BOQ formats, measurement books, reconciliation - is machinery for doing those three conversions honestly and accurately.

The QS workflow, stage by stage

Three things in this table deserve emphasis for anyone new to the role:

  • The BOQ (bill of quantities) is a contract document, not a spreadsheet. Every item line carries a description, a unit, a quantity, and a rate. Disputes are settled by reading that line, so how it is written matters as much as the number in it.
  • The measurement book is legal evidence. In government work the MB is the primary record on which payment is made; in private work a signed joint measurement sheet plays the same role. Work that is not recorded is work that is very hard to get paid for.
  • Reconciliation closes the loop. Comparing steel and cement issued against steel and cement theoretically required is how a QS catches wastage, theft, and billing errors that no single bill reveals.

Worked example: what one missed rule costs

Here is the kind of money a trained eye protects. A contractor bills 230 mm thick brickwork for one wall stretch of a house. Gross elevation area of the walls is 62 sqm. The stretch contains 2 doors of 1.2 m x 2.1 m and 3 windows of 1.5 m x 1.2 m. The measurement rules (covered fully in lesson 3) say openings of this size must be deducted from brickwork. The bill deducts nothing.

(₹7,500 per cum is an indicative mid-2026 brickwork rate for a tier-2 city; always use your own local rate.)

The same bill also claims plaster on both faces of the wall with no deduction for the openings. The applicable rule for openings between 0.5 and 3 sqm is to deduct the opening from one face only - so the correct deduction is 10.44 sqm, worth about ₹3,340 more at an indicative ₹320 per sqm.

One wall, two rules, roughly ₹21,300. Multiply across a full building and across every bill in the project, and you see why the QS function pays for itself many times over - in either direction: it also protects an honest contractor from arbitrary "10% cutting" by a client who cannot check measurements.

The cast on an Indian site: who does what?

Titles blur on Indian sites, so focus on functions rather than designations:

  • Owner / self-builder - funds the work and, on most individual houses, personally plays client-side QS without knowing the term. This course is written partly for exactly that person.
  • Thekedar (labour contractor) - executes either on a with-material item-rate basis or on a labour-rate basis (₹ per sqft of built-up area, materials supplied by the owner). The basis changes your job: item-rate work needs full measurement of everything; labour-rate work shifts the QS focus to material control, because a thekedar paid only for labour has no incentive to save your cement. Below the thekedar sits daily-wage labour hired at the naka - indicatively ₹800 to 1,200 per day for a mason and ₹500 to 700 for a helper in tier-2 cities, mid-2026, varying widely by city and season.
  • Material dealer - supplies cement, steel, and sand, often on 15 to 30 day credit. Dealer credit is convenient and dangerous: unchecked delivery challans piling into a running credit account are where quantity leaks hide. Every challan should be checked against an indent and entered in a stock register the day it arrives.
  • Site engineer - executes the work: layout, supervision, quality checks, coordination. On small projects the site engineer also records measurements, which is why every site engineer needs QS fundamentals.
  • Billing engineer - a contractor-side role that prepares RA bills from site measurements and defends them with the client's team.
  • Quantity surveyor / estimation engineer - prepares estimates and BOQs before work starts, checks or certifies bills during work, and reconciles at the end. Client-side and contractor-side QS work are mirror images of each other.
  • PMC and RERA-registered developer - on larger projects a project management consultancy certifies bills for the client, and the developer operates under RERA, where sale on carpet area, promised specifications, and defect liability are statutory obligations.

The RERA-era point applies at every scale: disputes today are decided by documentation - measurement records, signed rate agreements, dated instructions - not by memory or relationships. The document chain in the figure above is what protects your money when a disagreement reaches an arbitrator, a court, or the RERA authority; as a rule, the party with the papers wins. (Treat specific legal positions as commonly applied practice and confirm against your contract.)

Career-wise this matters: measurement and billing skills are among the most transferable in Indian civil engineering. A site engineer who can independently prepare a takeoff, a rate analysis, and an RA bill can move into estimation, contracts, planning, or project management roles - the skills stack, they do not expire.

Common mistakes at this stage

  • Treating estimation as a one-time task. The estimate is a living document; it is revised as drawings firm up and checked against actuals every month.
  • Trusting quantities from anyone with an interest in the answer. The whole discipline exists because the person doing the work should not be the only person measuring it.
  • Skipping the paper trail. No MB entry, no signed measurement sheet, no photo record - then the final bill negotiation becomes a shouting match instead of arithmetic.
  • Learning software before fundamentals. Excel or any takeoff tool only speeds up rules you already understand. Garbage measured fast is still garbage.

  • Identify who on your current project prepares the estimate, who records measurements, and who certifies bills - three names, even if one person.
  • Locate the latest BOQ or estimate and check that every item has a description, unit, quantity, and rate.
  • Check whether a measurement book or signed joint measurement sheet exists for work already executed.
  • Pick one recent bill and verify one item end to end: drawing dimension, recorded measurement, billed quantity, rate, amount.
  • Confirm extra or changed work is being recorded in writing before it is executed, not after.
  • Check the last three dealer delivery challans against indents and the stock register - unchecked credit-account deliveries are where quantity leaks hide.
