What Clause 5 asks for

From CPWD's General Conditions of Contract 2023 (construction works). Your agreement, its Schedule F and its special conditions decide.

Clause 5.1

“As soon as possible but within 7 (seven) working days of award of work … the Contractor shall submit a Time and Progress Chart for each mile stone.”

The Engineer-in-Charge then has 7 working days to modify it; if not, your programme is deemed approved. Miss your 7 days and the Engineer-in-Charge's programme becomes final.

Clause 5.1(iv)

“The contractor shall submit the Time and Progress Chart and progress report using the mutually agreed software or in other format decided by Engineer-in-Charge … on or before 5th day of each month …”

A late monthly report draws a recovery set in Schedule F, charged per week or part of a week.

Clause 5.4

“… if at any time the actual progress of work falls behind the approved programme by more than 10% of the stipulated period of completion of contract, the contractor shall produce a revised programme …”

The 10% is measured in time: on a 12-month contract, about 36 days behind. A late revised programme draws a per-day recovery.

What delay costs under Clause 2

Up to 1% a month

Compensation for delay on the accepted tendered value, computed per day on the damage suffered.

10% cap

The total compensation for delay cannot exceed 10% of the accepted tendered value.

Automatic

The amount against a missed Schedule F milestone is withheld “without any notice to the contractor”, and released if you catch up by a later milestone.

How it works

From your BOQ to a programme you can submit, in four steps.

1. Send the LoA or NIT pages and your BOQ

On WhatsApp or the form below. Add the pages that set the completion period, milestones and required software. Drawings help: plans and a section for buildings, the GAD and plan-profile for bridges and roads.

2. We confirm format, milestones and a fixed price

Primavera P6 or MS Project and the version you use, your client's coding rules, the start or Appointed Date, and your crews and equipment. Work starts only after you confirm.

3. We build and check the programme

Work breakdown by location, chainage or floor; durations from your quantities; logic with curing and review lags; Indian calendars with monsoon windows; critical path, cost loading and cash flow. Checked for open ends, logic, calendars and milestone dates before it leaves us.

4. You submit

You get the P6 XER or MS Project file, a PDF bar chart, the S-curve and cash flow in Excel, and a basis report listing every assumption. One revision after your Engineer's comments is included.

What the programme is based on

A SiteSetu programme is a planning aid built from your drawings or BOQ, the inputs you confirm (start date, crews, formwork sets, working calendar and contract milestones) and standard productivity norms: the CPWD Delhi Analysis of Rates 2023 and IS 7272 for building work, and the MoRTH Standard Data Book for roads and bridges, adjusted by the site and season factors listed in the basis report. It does not guarantee completion dates, acceptance by your Engineer-in-Charge or Authority's Engineer, or any extension of time, and it is not legal advice. You approve the inputs before we finalise.

Frequently asked questions

What is the time and progress chart in CPWD?

It is the contractor's programme for the work, submitted under Clause 5.1 of the CPWD General Conditions of Contract within 7 working days of award. It shows the forecast dates of commencement and completion of the various trades and sections of the work, for each milestone in Schedule F, and monthly progress and any delay are judged against it.

Which software does CPWD require?

The GCC 2023 says "mutually agreed software or in other format decided by Engineer-in-Charge". Some CPWD-pattern tenders name Primavera "or any other equivalent software" in their special conditions; MS Project is common on building works. Check your NIT and send us the clause.

What happens if I miss the 7 working days?

Under Clause 5.1(ii), if the contractor does not submit a programme, the programme approved by the Engineer-in-Charge is deemed final, so you work to someone else's plan. Some special conditions also add recoveries for late submissions. If the award letter has just arrived, send it today.

When must I submit a revised programme?

With every request to reschedule milestones, and whenever progress falls behind the approved programme by more than 10% of the stipulated period of completion (Clause 5.4). A late revised programme draws a per-day recovery set in Schedule F.

How is compensation for delay calculated under Clause 2?

Under the GCC 2023, at up to 1% of the accepted tendered value per month of delay, computed per day on the damage suffered, and capped at 10% of the accepted tendered value. Amounts against missed Schedule F milestones are withheld automatically, and released if you catch up by a later milestone.

How do I apply for an extension of time?

In writing within fourteen days of the event causing delay, on the prescribed form (Appendix XVI), stating the period sought and with a revised programme (Clause 5.4). The authority named in Schedule F communicates its decision within 21 days of receiving the request (Clause 5.4.1). A hindrance register kept from day one makes the application much easier.

Does this apply to state PWD works?

Many state PWDs, universities and PSUs use the CPWD form or a close copy, often with their own deadline and software rule. Read the special conditions in your NIT and send them with the BOQ; we build to whatever your contract says.

What does the chart cost?

In MS Project, ₹4,999 for works up to ₹5 crore, ₹9,999 up to ₹25 crore and ₹19,999 up to ₹100 crore. Monthly reports start at ₹2,999, with the first month free, and a revised programme starts at ₹4,999. Launch prices till 31 Dec 2026, excluding GST.
